Programs that accept and make decisions regarding applications by employers wishing to sponsor a foreign worker who need certification from the Department of Labor which states that there are no U.S. workers who are qualified and willing to take the job and, additionally, that the foreign worker's employment will not adversely affect the wages or working conditions of U.S. workers. Obtaining labor certification is generally the first step an employer must take to obtain an employment-based visa for a potential employee.
