A jury of inquiry appointed by the court whose duty is to receive complaints and accusations in criminal cases, hear the evidence adduced on the part of the state and find bills of indictment in cases where they are satisfied that a trial ought to be held. It inquires into the condition and management of public prisons and misconduct in office of public officials; examines the records, books and accounts of all county officers; and may examine the books, records and accounts pertaining to fiscal matters of all cities within the county.
